Founded in 1994 at Georgetown University Press, the American Governance and Public Policy Series set out to publish— for academics, policy practitioners, and others interested and involved with the work of government— the finest of analytical and theoretical political science scholarship that addresses the pivotal and most profound issues of public policy and government, as well as current controversies in policy.

The series invites outstanding scholarly works from all domains of public policy but is particularly receptive to works with broader theoretical or policy significance. Most works in the series are centered exclusively on the United States, but comparative analyses that shed new light and offer important insights on the American experience are encouraged as well.

American Governance and Public Policy has established itself with strong emphases in the diffusion of policy and policy innovation, as well as in intergovernmental relations, and implementation. The series has earned a reputation for excellence reflected in awards from the American Political Science Association, the Academy of Management, the National Academy of Public Administration, and the International Political Science Association. Gerard W. Boychuk is an associate professor in the Department of Political Science at the University of Waterloo, Ontario, Canada, where he specializes in public policy with a specific interest in social policy in the United States and Canada. He is the author of Patchworks of Purpose: The Development of Provincial Social Assistance Regimes in Canada. He is a co-investigator in a multi-year project funded by the Social Sciences and Humanities Research Council of Canada comparing the environmental protection and income redistribution policies in American states and Canadian provinces. He has acted as a consultant to various departments and agencies in the Government of Canada on the public policy effects of deepening economic integration between the United States and Canada. He currently holds the 2004-2005 Fulbright-Michigan State University Visiting Chair in Canadian Studies.

Karen Mossberger is an associate professor of public administration at University of Illinois at Chicago. Her most recent book is Virtual Inequality: Beyond the Digital Divide (co-authored with Caroline J. Tolbert and Mary Stansbury, Georgetown University Press), and she is pursuing further research on digital inequality, broadband policy, and also the relationship between e-government and citizen attitudes toward government. She is also the author of The Politics of Ideas and the Spread of Enterprise Zones.

Mark Carl Rom is an associate professor of government and public policy at Georgetown University. Rom studies and teaches American government (focus on bureaucracy), politics, and public policy. He is the author of Fatal Extraction: The Story Behind the Florida Dentist Accused of Infecting His Patients with HIV and Poisoning Public Health and Public Spirit in the Thrift Tragedy, and is coauthor of Welfare Magnets: A New Case for a National Welfare Standard (with Paul E. Peterson).While at Georgetown, he has three times been selected by the students as the outstanding faculty member in the Graduate Public Policy Institute. His dissertation, The Thrift Tragedy: Are Politicians and Bureaucrats to Blame?, was the co-winner of the 1993 Harold Lasswell Award from the American Political Science Association as the best dissertation in the public policy field. Rom received his B.A. from the University of Arkansas and his M.A. and Ph.D. in political science at the University of Wisconsin, Madison in 1992.
